The culture-shaping task as such should pragmatically rest on the shoulders of the HR professionals in the office. If not for anything, it is the higher chances of engaging with their colleagues on a regular basis than would the top management. Familiarity shall consequently facilitate better, for instance, in identifying the gaps that exist and what can HR do to fill those gaps.
